Lueteshia Raymond


Secretary

Lueteshia Raymond is Assistant General Counsel at the Boston Housing Authority (BHA), where she advises on corporate governance, regulatory compliance, and complex real estate transactions. In this role, she ensures compliance with public contract regulations, drafts and interprets contracts, represents the Authority in bid protests, and counsels staff on procurement, construction, environmental, insurance, and public housing development matters.

Prior to her current role, Lueteshia held several positions at BHA, leading strategic initiatives that addressed disparities in Boston’s communities and expanded opportunities for underserved families to improve quality of life and economic mobility. She also served as Counsel at the Massachusetts Executive Office of Housing and Livable Communities (formerly DHCD), where she advised on public housing matters, acted as a hearing officer, and represented the agency in administrative and court proceedings.

Lueteshia holds a B.A. in Sociology from Suffolk University, a Juris Doctor from New England School of Law, and a Master of Public Policy from Tufts University.

Committed to service and equity, she is a member of the Citizens’ Housing and Planning Association, Secretary for the We Are Better Together Warren Daniel Hairston Project, and serves as a Hearing Officer for the Massachusetts Board of Bar Overseers.
