Lueteshia Raymond
Board Member
Lueteshia Raymond is an Assistant General Counsel at Boston Housing Authority (BHA) where
she provides legal advice with respect to the Authority’s corporate governance, regulatory
compliance, and transactional real estate activities. In her role, Lueteshia ensures compliance
with public contract regulations, drafts and interprets contracts and other legal documents,
represents the Authority on bid protests before the Attorney General, and advises Authority staff
on various matters relating to procurement, construction, real estate, environmental, insurance
and public housing development. Prior to her current role, Lueteshia has held various positions
at the BHA where she led strategic initiatives to mitigate disparities in Boston communities and
create opportunities to enhance the quality of life and economic mobility of underserved
families. Lueteshia also served as Counsel at the Massachusetts Executive Office of Housing
and Livable Communities (formerly Department of Housing and Community Development)
where she advised on legal matters pertaining to public housing, served as a hearing officer,
and represented the agency in administrative and court proceedings.
Lueteshia holds a Bachelor of Arts in Sociology from Suffolk University, a Juris Doctor from New
England School of Law, and a Master of Public Policy from Tufts University.
Beyond her professional role, Lueteshia is actively engaged in volunteer and board positions,
including as a member of the Citizens’ Housing and Planning Association and Secretary for the
We Are Better Together Warren Daniel Hairston Project. She also serves as a BBO Hearing
Officer for the Massachusetts Board of Bar Overseers.
Outside of work, Lueteshia is an avid traveler, enjoys outdoor activities, yoga, reading and
watching movies.
